Northview Public Schools provides a continuum of services for students with special needs. Special services programs are available to students who need specialized support due to a disability that interferes with their progress in the general education setting and curriculum. The student’s present level of educational performance, along with input from the entire Individual Education Program (IEP) drives the program decision-making process. Northview Public Schools provides services to hundreds of students. Services for students with special needs range from support such as speech therapy to a full-day program. Placement in programs outside of Northview is determined by the IEP/SAP team and designed to meet the individual needs of the student.

Mental Health

Northview Mental Health Team
Northview Mental Health Team includes master’s level trained clinicians at all buildings who are ready to provide prevention services, support, direction, and resources for Northview students and families. Northview also partners with high quality resources in Kent County to reduce barriers and increase rapid access to the help our children and families need. Section 504
Section 504 is part of the Rehabilitation Act of 1973, which prohibits discrimination against persons with a disability in any program receiving federal financial assistance. The Act defines a person with a disability as anyone who:
- Has a mental or physical impairment which substantially limits one or more major life activity (major life activities such as caring for oneself, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning, working, eating, sleeping, standing, lifting, bending, reading, concentrating, thinking, communicating, and operation of a major bodily function);
- Has a record of such impairment; or
- Is regarded as having such an impairment.
To comply with the prohibition against discrimination, school districts must provide a “Free Appropriate Public Education” (FAPE) with reasonable accommodations to students with disabilities when needed. To qualify for Section 504 protections, a student must meet the first criterion stated in the above definition (i.e., the student must have an actual disability that presently substantially limits a major life activity).
In order to fulfill its obligation under Section 504, Northview Public Schools recognizes a responsibility to avoid discrimination in policies and practices regarding its personnel and students. No discrimination against an otherwise qualified person with a disability will knowingly be permitted in programs and practices within the school district.
The school district has specific responsibilities under the Act, which include the responsibility to identify, evaluate, determine eligibility and, if the child is determined to be eligible under Section 504, to afford access to appropriate educational services.
If the parent or guardian disagrees with the determination made by the professional staff of the school district, he/she has a right to an impartial hearing in accordance with the formal grievance procedures.

Determining Student's Needs
Determining and meeting students’ individual needs in school occurs at several levels, beginning informally when a teacher or the student’s parents first express a concern about the child’s learning or school performance, and potentially progressing through a formalized evaluation in order to determine eligibility for special education support services. The following is a list and short descriptions of the various special education eligibility categories for which certain support services are available.
Programs & Services
Teacher Consultant Services
Students who are primarily mainstreamed into general education classes may have access to the support of a teacher consultant. The teacher consultant works in conjunction with the general education teacher to support the students’ IEP goals and may work directly or indirectly with a student.
Resource Room Support
Students who need more direct specialized instruction may require Resource Room support. Direct instruction is provided to the student in the area(s) of identified need by a certified special education teacher. The amount of support a student receives is based on how much assistance he/she needs with the particular skill deficit, and may occur either outside of or within a regular education classroom. This level of service is provided in each building within the district.
Categorical Program Classroom
For students who may need more extensive special education support, a categorical classroom provides a setting where they are able to receive increased time and support but still access the general education classroom to the maximum extent possible as specified in the IEP. These classrooms are located in selected schools throughout the district.
Regional Center-Based Programs
On occasion, the district may be unable to adequately meet the needs of certain students as determined by the IEP Team. In these cases, students may be placed in a more appropriate program operated by a neighboring district. Every effort is made to provide a program as close as possible to his/her local district. The curriculum and specialized services utilized by Regional Center-Based programs are designed to meet the individual needs of students with similar learning characteristics.
A contact person from the Northview school district (or, for outside students attending a Northview program, the student’s home district) works as a liaison between the student’s parents and the attending program. Transportation to and from that program is provided at no cost to the parents.
